A Unilateral Framework for Global Stability and Advancing Critical Technology

With the war in Iran and other parts of the world, the potential weaponization of Artificial intelligence has drawn my attention as it has taken center stage under the current AI models leaving me as the founder of Qualum S Technologies Inc, and .the creator and owner of the quantum codes utilized by artificial Intelligence discouraged for societal progress.

Over the last few years, artificial intelligence has made a profound impact, both negative and positive on the world. However what remains today is the failure to effectively address its direction for development and implementation, all of which is highly necessary for critical societal improvements around the world. These actions increasingly will continue profoundly to significantly impact global and economic stability.  With the future of AI demanding an evolutionary direction for expansion, the current lateral moves and economic circularity orchestrated by leading Artificial intelligence firms leaves all of us at risk of the safety, ethics and judicial challenges that lies ahead for them.

These challenges lie directly in the hands of the current leadership led by the Trump Administration and calls directly for the president to effectively address and negotiate this current crisis for economic and technological stability. Undoubtedly, the United States currently hold within its  leadership capabilities the power to accelerate the direction of both artificial intelligence and quantum innovations, and in knowing, this has been the case since day one. However today, this position wanes in jeopardy, not due to the threat of any other nation leading for advancement, but rather due to the avoidance of acknowledging the internal conflicts that led us here and therefore leaving global states further mispositioned for any successful acquisition of the technologies at play. This position reflects a clear disadvantage for sovereignty global states for their own social, technological and economic advancement. 

Within international relations, the Hegemonic Stability theory states that the global order and stability would be best maintained by a single dominate state or hegemon to exercise leadership and authority over the international system. However, while this theory has proven to not be a popular position among some heads of state due to geopolitics implications, what remains logical for what may be seen as the first time in our history is the dire need for hegemonic stability; a stability that relies  heavily on accelerating emerging technology based on safety, ethics and justice for human advancement.

My development of the quantum codes for its technologies was driven from a benevolent perspective, one that sought to advance technology for the preservation and conservation of human life and consciousness and void of physical war, but certainly not as demonstrated today in the debate driven by previous ideologies of offensive military governance and positioning by technology companies.  The technology was developed to improve the quality of life and to preserve the existential wellness of human consciousness. 

As the founder of Qualum S Technologies, it has been disappointing to standby in light of efforts to do so, jeopardizing not only my freedom, privacy and security but that of everyone else too.

Therefore today, I am proposing to the US Government, a framework to begin the negotiation process of addressing the safety, ethic and justice for the development and implementation of quantum technologies in harmony for advancing the direction of artificial intelligence. This framework offers the most rapid opportunity to build effectively the needed infrastructures  and ecosystem fostering stability by promoting cooperation among states while discouraging conflict.

Much like the Bretton Woods System that provides a framework to create a fixed international currency exchange, this framework would provide a set of unified rules and policies that could provide governance to encourage free trade and by securing these trade deals in favor of not only providing the necessary foundation for security of digital advancement but also for delivery solutions within critical infrastructures in education, health, energy and agriculture. Standing on my current legal position with the federal government and technology firms, Qualum S Technologies Inc stands in leadership for the governance of quantum technologies holding the keys to its effectiveness and as the rightful owner of the technology. 

As the founder of Qualum S Technologies Inc,  I propose a unilateral framework to for the Group of Two consisting of the US and China who are currently positioned as Artificial intelligence leaders for a bilateral partnership and for a continued and cooperative development of multilateral global partnerships around the world in this regard.
