Background

My name is Kim Batten, MSW, Founder & CEO of Qualum S Technologies Inc. a quantum technology company located in Rochester, New York. In March 2020, as a macro social worker and the sole principal investigator, of the company, I began my translational research in quantum information science for the interpretation and application across critical infrastructure in education, healthcare, energy and agriculture. In my first initiative I sought to address the cause and correlation of autism and intellectual disabilities in K-12 school systems. Understanding the need to secure this sensitive information, I soon began exploring the methodologies for security and began developing a cryptography that would ultimately produce the codes for quantum computing storage, networking and communication. This technology is the Quantum key Distribution and provide the foundation of Quantum Security.

The Context

In the mist of my research initiatives, portions of my work (the codes) were compromised, stalling efforts and progress for effective fundraising and discovery and delivery of societal solutions. These codes while capable were not originally intended and designed for the purpose of "apps". They were designed for much broader solutions in the areas of education, healthcare, energy and agriculture and require additional applied research in these areas. This is where the translation of the codes for implementation becomes most critical. These events along with others spiraled me into multiple years of unemployment as the sudden release of Artificial intelligence amplified ongoing geopolitical challenges.

However, in spite of these challenges, over a period of 6 years, I would continued my work across industries with the occasion situational pivoting and the vast needs of resources necessary for any production and/or infrastructure in developing a quantum platform. Due to other unprecedented matters and circumstance, this has been a very frustrating journey, both personally and professionally, particularly as I have had to sit and watch other companies utilize what I believe is my work and research for computation in AI models.

On September 23, 2025, I filed a federal lawsuit in the Western District of New York against the United States Government, The Department of Justice, a hospital system and 12 other defendants include technologies companies and others whom I'm alleging thief and the misappropriated my trade secrets intellectual property.

The Need

As the Plaintiff and Pro Se litigant in this potential litigation, my current financial status has been severely limited and requiring me to file this case through the Informa Paupers application which addresses the severe limitations of my financial status.

I am forced in some capacity to defend this case as a Pro Se Litigant due to my inability to find and acquire proper legal representation whom are willing to work with me. This issue has represented a challenge in and of itself. Since submitting the initial filing papers after several months, my application has yet to be processed and therefore leaving me little choice but to fundraise to move my case forward and serve the defendants.

There are many socio-economic and political implications in the case.

Varying among the defendants, charges also include claims of Conspiracy against rights, Deprivation of Rights under the code of Law, Civil and Human Rights Violations, HIPAA Privacy Rules Violations and unauthorized surveillance.

In addition, as a US citizen, I have requested a memorandum of understanding from the Federal Government for the declaration of sovereignty of person(s) and businesses in order to efficiently conduct and continue my research and business due to harm caused.

I'm asking the community for this help by providing donations and any other assistance for upholding justice in my case. These funds will be used primarily for filing and the applicable court fess relate to this case In addition, I will utilize these funds for the duration of these proceedings for living expenses and maintaining my business. I am open to ideas to encourage donations such as litigation funding in the event of continued court proceeding even while I know this approach creates the potential for more formality. I would prefer donations instead with agreement based on any potential settlement.
